For insta...Most banks have partner banks overseas. For instance with BOFA, you can withdraw money from any ATM that says "Star Alliance," but you still have an ATM fee. But BOFA is partners with Deustchbank, so I was able to make free withdrawals from Deustchbank ATM's when I was in Germany.
